Low Income Transit Pass Program Application



Once an application is approved, eligible individuals qualify for the low income reduced transit fares and will receive one of the following reduced low-income transit fares HOLO cards.

TheBusHEA (https://hea.thebus.org)  to search the bus stop and see which busses are arriving with GPS. 

or

Da bus app on Google Play,

if it doesn't work the online search at TheBusHEA (https://hea.thebus.org) is easy to use.

To Appy for the Low-Income Transit Fare HOLO Card for Register and sign in and then fill the Application at:  (https://www8.honolulu.gov/dcs/low-income-transit-fare/)

Add the Verification of low-income document here is some ways to get the documents to verify you low income (or below the certain RMI percentage for one individual is about below $75,000 for 60% another for 30%?)

If you cannot find an income document that must be provided with your application, we have provided the information below to assist you in obtaining a copy. As a reminder, all required documents must be sent in with your application, or it will be considered incomplete.

How to get Income Verification Documents for the low-income bus pass Application, to turn in with the Application.

A. Documents of verification of low income from benefits (i.e. such as SNAP, TANF, or GA also Med Quest, Q-link, Section 8, Housing First, will be proof that you can receive the Low-income bus pass.) you can get a verification copy to print (out or screenshot? the Hawaii State Library has a printer) at the

To get a copy of a Verification of Benefits form by going to their online website, for to a Processing center with addresses below. Or ask through the processing center's email to send a copy through postal mail by mailing them a letter with maybe your case number to identify you?

 

Any processing center or email has access to this Verification letter, ask them through USPS mail one to you if not as an Email attachment.

1. Online you can download and print a Verification of Benefits letter for Financial Assistance (GA or TANF) and SNAP ( Food Stamps aka Supplemental Nutrition Assistance Program) at

B. Taxes as verification of low income to turn in with the low  income bus pass Application: 

Federal Income Tax Return - most current year (including all schedules)

or W-2 from tax form copy.

If you can’t find a copy of your Federal Income Tax Return, you may request an Individual Tax Return Transcript from the IRS using one of the options shown here:

Complete IRS Form 4506T-EZ to request for an Individual Tax Return from the IRS (Internal Revenue Service).  

Turbo tax is easy to do taxes with. 

Submit the request form by one of the following ways: 

1). Go to IRS site: https://www.irs.gov/pub/irs-pdf/f4506tez.pdf 

download the form, complete it, and mail directly to: Internal Revenue Service, RAIVS Team P.O. Box 9941, Mail Stop 6734, Ogden, UT  84409

2). Register on the IRS site for their “Get Transcripts Online” service. Go to:  www.irs.gov/individuals and follow the prompts.

3). Call IRS automated phone transcript service at: 

1-800-908-9946.

It normally takes 5-10 business days for delivery.  The IRS will mail it directly to you.  

 

C. Social Security / Disability proof of low income document

To request a Benefit Verification Letter, choose an option listed below:

1). Go Online: https://ssa.gov/onlineservices/ and where you can get a current Benefits Verification letter generated then download and print it. Directions:

a. Go to heading My Social Security at https://ssa.gov/onlineservices/ 

b. You must either Create an Account, or Sign In,

c. Click where it says "Your Benefit Verification Letter"

d. There download and print. 

2). Call 1-800-772-1213 (TTY 1-800-325-0778),  or

3). Visit Oahu's Honolulu Social Security Office at:

Note: Submit your Low income bus pass application to the City and County of Honolulu, Dept. of Community Services, Attention: Transit Fare, 51 Merchant Street, 1st Floor, Honolulu, HI  96813.

​-Single ride fare: $1.25 (HOLO card provides free transfers within 2.5 hours of the initial tap using the same card - No free transfers for cash fare)

-Daily maximum capped fare: $3.00

-Monthly maximum capped fare for low-income bus pass, use online application and also send in proof of low income with application for the $20.00 per month bus pass.

-1 year disability pass: $45.00 use the disabilities bus pass Application or ask them to send you one through the mail, to turn in the application you will have to go-to the Kahili Palama transit to take your photo and show a photo id also pay $45.00 to receive your new Disabilities Bus Pass. 

-Low Income Handi-Van Fare HOLO Card (only for paratransit-eligible individuals)

-The Handi-Van one-way trip cash fare: $2.00

 

Processing Time

Please allow 60 days from receipt of a completed application (including uploaded income documents) for a decision by the City Department of Community Services. If your application is approved, we will send you a letter of approval to take to the Transit Pass Office, located at the Kalihi- Transit Center address 811 Middle St Honolulu, HI corner of Middle Street and Kamehameha Highway, to pick up your Low-Income Transit Fare HOLO Card.

*Note:  You must provide a valid picture ID to pick up your Low Income HOLO Card.


Acceptable forms of ID include Hawaii Driver’s License, Hawaii Driver’s Permit, Hawaii State ID, Passport, or Birth Certificate for individuals 17 years of age or younger.
